Place uncooked barley and 2 cups of water in a medium saucepan; bring to boil and boil 5 minutes. Cover with lid and remove from heat. Let stand 1-2 hours until barley is tender. Will double in size.
Barley can be cooked ahead, as it freezes well.
Heat oil. Add ginger and onion, cook on low several minutes. Add carrots, pepper, jam and soy sauce, cook several minutes. Add barley and zucchini. Simmer 5 minutes and serve.
